Rules and Regulations
GENERAL
The Delaware Valley Golf Club (DVGC) is a Club without Real Estate as set forth by the USGA. A copy of the club By-Laws is available for review upon request by any member. The DVGC was founded to play golf in a friendly, yet competitive tournament and tour-style format. It is the intent of this club to play and foster the game of golf in an open, honest and enjoyable atmosphere for all members. As a member, if at any time you have any questions, suggestions, or concerns regarding the club, please feel free to bring them to the attention of the proper committee. You can find a list of committee member's by going to the Members area on the website and going to Members Administration.
Entering Events - To enter a tournament a member should go to the Event Sign-up page. You should fill out the form and click on the events you would like to attend then click the submit button. This is how you will reserve your tee times for upcoming events. Then you must mail payment into the club address or members have the option of paying using Paypal, a link is provided on the sign up page. The sign up sheet will be updated every month for the upcoming 4 to 6 events. You only pay for events you choose to participate in, and you may play in as many or as few as you like. We ask that the payment be mailed by the deadline date for each event to insure that we can accommodate everyone who wants to participate. Additionally, we ask you to identify your playing partner(s) for the event, as players can choose to play with whomever they wish. If you don't have a playing partner don't worry we will provide one for you. Also you may choose the tees you would like to play from. Please note if you choose to play from different tees from the main field you must notify DVGC 72 hours prior to the event, team and two man events require you to play from the tees that DVGC decides to play.
Please note that the website contains the most up to date Tournament schedule information. Any revisions to this schedule during the season are generally highlighted to alert members.
Commitment Deadline - Each event will have an entry deadline for that particular tournament. This date will be provided on the application for each event and is typically two weeks prior to the date of the event. This deadline is important because the host courses will begin to book tee times for the general public following our final group count. If your payment is late, you risk your entry into the tournament. If you would like to enter an event, but are worried that your check might not get to us by the deadline please email us prior to the deadline and let us know, so that we may include you in the event.
Starting Times - Starting times will be posted on the website no later than the three days prior to an event. Please remember to check and verify your tee time the night before a given event, as there are instances that we need to make last minute adjustments. We try to avoid this and we do try to notify you if your tee time will change, but there are instances that the option of emailing is not available.
Tee Times - Tee times are set based on a first paid first serve basis when it comes to preferences, whether it be early, middle, late. We will assign members preferred tee times based on the order we receive payment. The only exception involves players with a history of slow play. If you earn your way into this category you will be assigned later tee times. The posted Tee Time sheet will also list open spots if any exist. These spots are filled on a first come first serve basis. If you feel you have entered an event and do not see your name on the tee times please call us or email us immediately. Please do not just show up at the course. We will make every effort to accommodate you. Once the tee times have been arranged, you may access your tee time three days prior to the event. This can be done in two ways. The first way is to visit the schedule area of our website at www.delvalgc.com and clicking on the link for tee times next to the event for that week. The second is by calling 410-365-2729.
Tournament Sign In - We ask that players arrive at least 30 minutes before your tee time. Upon arrival, please check in at the registration table (not the Pro Shop) where you will be provided with your score sheet for the event and any other information affecting that days Tournament. Please also remember to bring your payment with you if you have not already paid. Please note payment cannot be made directly to the golf course. Our contracts require the club to pay all golf fees.
Two Day Events - DVGC has three two day events a year at great courses. They are always open to all members and their guests. DVGC will always reserve a block of hotel rooms at these events, but it is your responsibility to book your reservation by the deadline date given on the sign up sheet. Once the deadline date has passed the hotel then releases the rooms to the public and the price will also change. All two day events will have their very own sign up sheet with all information that is needed.
Cancellation Policy - If you need to cancel your tee time please let us know as soon as possible prior to an event. This way we might be able to fill the spot with another member who decided to play at the last minute, or we may be able to work it out with the golf course and not get charged. The risk of being charged for a late cancellation is assumed by the member that signs up for a particular event. Tournament fees are refunded only if the host course does not charge DVGC. If you have paid in advance, then cancel and the host course does not charge DVGC (or another member claims your spot), we will simply credit that amount towards the next event you attend. If you paid in advance, then cancel and the host course charges DVGC for the greens fee, the member is responsible. This also applies, if you cancel for an event, but have not paid in advance. ANY MEMBER WHO SIGNS UP FOR AN EVENT AND SIMPLY DOES NOT SHOW UP FOR IT, IS RESPONSIBLE FOR ALL FEES CHARGED BY THE HOST COURSE AS NOTED ABOVE
Rain Policy - Any tournament cancelled by inclement weather will be either rescheduled or dropped from the schedule. Any member having paid in advance will be credited accordingly per the host course's policy. Decisions regarding playability of a course are at the sole discretion of the host course, not DVGC. Note that if a course is open for play, we will hold the Tournament. Remember the old saying, "it doesn't rain on the golf course."
Guest Policy - We encourage you to invite guests; however, a particular guest may only play in two events per season (excluding the Member Guest Tournament) if invited by a member holding a regular membership. Certain events may have guest restrictions based on the number of tee times available.
Guarantee - We are committed to having a club in which all members are completely satisfied with their experience. Therefore, if at any point during the season you are dissatisfied, please bring it to our attention or the attention of the correct committee and we or they will do the best to correct the situation.
Unruly Behavior - The purpose of DVGC is to provide a fun, enjoyable environment to play competitive, tournament style golf. Therefore, it is the duty and responsibility of all members to conduct themselves in proper manner that will not be detrimental to the club. Each member is also asked to remain respectful of his or her fellow members and competitors at all times. Any incident regarding unruly behavior will result in an investigation and if found to be true, the offending member will receive a written warning and disqualified from the days event. Any further infractions by the same member will result in the club revoking his or her membership with out refund.
Liability - Based upon the recommendation of our insurance carrier. Members should be aware that the tossing or throwing of golf clubs during any DVGC Tournament will not be tolerated. Any reported incident regarding another member throwing his or her clubs will result in an investigation and if found to be true, the offending member will receive a written warning and disqualified from the days event Any further infractions by the same member will result in the club revoking his or her membership with out refund.
Cell Phones - Each member is asked to remain respectful of his or her fellow members and competitors at all times. Therefore we ask that all members remember to turn their cell phone ringers off during any tournament. We do understand that there is a need for your cell phone to be on but please put the ringer on Vibrate.
Age Restrictions - Based on DVGC's insurance guidelines no one under the age of 12 can participate in or shall be allowed to ride with a golfer during a DVGC tournament.
Golf Carts - Golf Cart fees are always included in the Tournament fees, however, golf carts for any Tournaments are provided by the host course and not DVGC. Therefore DVGC assumes no responsibility for any of its members regarding the use of any golf cart. Each member using a golf cart is solely and individually responsible for it. Any damages to a cart or to the host course caused by the cart are the responsibility of the member.
Team Composition & Point System - Teams will consist of 4 5 players. For an event with an individual format, a team will field up to four entries. Since some events will have formats featuring two-player teams, a team will field two entries for that event. Throughout the regular season teams will accrue points to reach the post season. Teams that consist of 5 players all five may attend but you must advise us prior to teeing off which four members will be competing for points in the event. The points are accrued as follows:
Individual or Team Net Champions = 4 pts.
Individual Gross Champion = 3 pts.
Individual or Team Net Runner-up = 3 pts.
Individual Gross Runner-up = 2 pts.
Individual or Team Net 3rd = 2 pts.
Individual Gross 3rd - 5th = 1 pt.
Individual or Team Net 4th - 10th = 1 pt.
Match Victory = 2 pts.
Match Tie = 1 pt.
Note: All points in the four Majors are doubled.
Flighted events - When there are more than 40 members attending a Tournament, we then flight the events. Please ask at the sign up table what flight you are competing in. It will also be listed on the score board.
Foursomes Composition - Foursomes are comprised of two players from one team and two players from a different team. The group behind them will be comprised of the other two players from each team. Unless otherwise noted that a specified tee time is needed. This allows teams to travel together. You may play together in a foursome with your own team; however, you forfeit all match points, top ten points, and low score honors.
Match Points - In addition to competing against the field for the low net or low gross honors, each individual or two-man team is involved in a match play competition against the opposing individual or twosome in their group. This serves as a method for groups to police each other as well as to increase your chances to earn points.
Playing without a Teammate - We never want to discourage anyone from attending any of our tournaments; therefore, when you have no teammates playing in an event and cannot find a guest, we will pair you with a player from another team. All points earned by this "joint team" are awarded to both teams represented. For example, if a "joint team" wins their match, both teams will be credited with a point.
Playing with Guests - All invited guests will represent your team and can thereby earn points for your team. Any guest without a U.S.G.A. handicap will be handicapped by our in-house handicap system.
Teams with Five Players - If you have all five members of your team participating in an event, no more than four players (which includes members and guests) can accumulate points in any event excluding the Member Guest Tournament. You must advise us prior to teeing off which four members will be competing for points in the event. However the players not playing for points can still compete for prizes
Individual and Team Mergers - All four-player teams will have an advantage over two- and three-player teams in accruing points. For this reason, we encourage two- and three-player teams to merge. Additionally, there are a large number of individual members looking to form teams. At the start of the season, all "free agents" and two- and three-player teams will be partnered and we will help to join teams together. Once a merger occurs the teams will combine their points. However, if a merger occurs after the halfway point of the season, teams will not combine points. Instead, they will inherit the points of whichever team has the most
Post Season - During the regular season, teams will accrue points and the top 16 teams will qualify for the Championship Weekend. Note: not all members from the top 16 teams can attend this event so we do open it up to all DVGC members to be substitutes.
Individual Season Awards - Awards are handed out at the Championship weekend Banquet
Byron Nelson Award - Most points in a season
Harry Vardon Trophy - Low net scoring average (minimum eight events)
Ben Hogan Award - Most improved player (based on % improvement in handicap)
Walter Hagan Trophy - Most match play victories
Bobby Jones Award - Best match play winning percentage
President's Cup - Low gross scoring average (minimum eight events)
Iron Man Award - Most events played in a season
Sam Snead Trophy - Good guy award
Player of the Year - Vote taken during the Championship Weekend
Regular Season Champs - Team champions at the end of the regular season
DVGC Team Champions - Club team champions crowned at club championship
DVGC Club Champion - Individual club champion crowned at club championship
2010 DVGC Ryder's Cup Team - This year, the club will be represented by the top 17 members with the lowest net averages using their eight best, and top 3 members with the lowest gross averages using their eight best by 9/20/2010. Qualifying players must post a minimum of eight scores in club events prior to this deadline. The 18th and 19th ranked net players and 4th and 5th gross players will serve as alternates. For the year 2010, the Ryder Cup team will play a 36 hole match against its opponent. Note- The weekend is open to all members even if they did not qualify for the Ryder Cup. This is a great way to play golf and cheer on your teammates.
Handicap Requirements - The Delaware Valley Golf Club's tournaments are run in conjunction with the U.S.G.A. Handicap System. Certified U.S.G.A. Handicaps can be attained through your local golf course or through the Delaware Valley Golf Club as sanctioned by the Golf Association Pennsylvania (GAP). All members are required to maintain a valid USGA handicap either through the club or an outside service. Our convenient service allows you to post scores from any round online from either the link on our website or at GHIN.com; also you can phone them in to the club or send the scores by email to the club.
Note: If you are using an outside handicap service, you must verify you handicap at each event to avoid a penalty.
DVGC will post all tournament scores for you if you hold your handicap with the club. For individuals holding handicaps through an outside service, the player is responsible for posting their DVGC scores as tournament scores on the handicap system. In addition, per USGA guidelines, a player must post ALL scores, both DVGC tournament scores and any separate outside rounds. For members maintaining their handicap through the DVGC, you may post your scores from rounds outside of DVGC tournaments online at www.ghin.com or feel free to email them to us (along with the date, course slope and rating) and we will post them for you.
We would remind all members that under section 1-1 of the USGA Handicap Guide it states;
A basic premise underlies the USGA Handicap System, namely that every player will try to make the best score at each hole in every round, regardless of where the round is played, and that the player will post every acceptable round for peer review.
Handicaps are revised on a regular basis, normally every two weeks during the peak season. Starting April 7th and running till November 15th.
For rounds played outside of DVGC events, please make sure to post these scores by the Thursday before each revision date. In addition, if you do not hold your USGA handicap with DVGC, then it is the player's responsibility to send us an updated handicap after every revision.
The Golf Association of Philadelphia sends out handicap revisions via email instead of via the stickers some may be familiar with. Since tournament directors these days only need to ask for GHIN #, the official cards are no longer really necessary. DVGC will receive a report with updated handicaps after each revision. If desired, members may send DVGC an email with an updated email address, which we will enter on the GHIN site. This will allow the member to also receive a copy of their updated handicap via email. If you do not have email or would prefer a sticker listing your handicap, please let us know, as we will be printing them out for you.
As mentioned above, the DVGC allows a maximum score of 4 over par for any given hole. It should be noted that DVGC shall still employ and use the Equitable Stroke Control (ESC) when maintaining Handicaps. This means that your posted tournament score may be lower then the round score which you submitted at the end of the event. For handicap purposes, the maximum score allowed for any given hole is based on one's Handicap and is as follows; if your handicap on the course that day is 9 or less, your maximum allowable score is double bogey; for a handicap of 10 through 19, your maximum allowable score is 7; for a handicap of 20 through 29, your maximum allowable score is 8. Please note it is your responsibility to note your score card with your ESC score.
Handicap Adjustments - As a USGA club, the DVGC also reserves the right to adjust handicap scores for tournament purposes, as it deems necessary. The following are handicap adjustments that the DVGC will employ for the season;
USGA Handicap guidelines assign maximum Handicaps of 36.4 for men and 40.4 for women. The USGA provides these maximums as a suggestion. However DVGC does not apply this guideline and a player will receive their fully calculated Handicap Index for a given course except team events as listed below.
For any Team event (Two Person Net Better Ball, Two Person Net Aggregate or Best Two Balls of Four Net), all players will receive 90% of their handicap strokes for that particular event.
Due to the fact that the handicap system does not adjust to an improving players ability as quickly as sometimes necessary and in an effort to give all members a fair chance to win any given event, DVGC shall employ a modified form of the tournament adjustment system devised by Dean Kruth, who is the former USGA Senior Director of Handicapping. A brief description of this system is as follows;
At the end of any given Tournament, DVGC will look at the best ten net scores (of the entire field) and assign handicap points similar to our tournament scoring system.
First Place = 3 points
Second Place = 2 Points
Third Place thru Tenth = 1 Point
Once a player has accumulated 6 handicap points, their handicap will be adjusted down by two strokes. If the player then accumulates another 6 points (12 total), their handicap will be adjusted another two strokes, etc. In essence, if a player wins two net or two gross events, and ends up the lowest of the entire field net they are going to have earned six points and their handicap will be adjusted so that they will not receive as many strokes in following events.

Please note, DVGC modifications to the Dean Kruth system are;
We assign only 3 points for a top net finish, as opposed to the 5 points suggested
A player is required to accumulate only 6 points to have their handicap adjusted as opposed to the 7 points as suggested
The points accumulated and handicap adjustments are over a one-year period only, as opposed to the two year period suggested
A member will be notified via email or in person when this system is to be applied to their handicap prior to the next event they are scheduled to play in.
Basic Rules
1. U.S.G.A. Rules of Golf govern all play, with some exceptions for pace of play.
2. Do not touch your ball anywhere on the golf course except on the tee and green unless you are taking a penalty, free drop or unless the local rules for the day permit otherwise.
3. There are absolutely no gimme putts. You must putt everything out.
4. Tournament scoring is done only on official DVGC scorecards, which will be handed out at the registration table prior to each event. Once your scores have been turned in they cannot be changed.
5. Keep track of your opponents' scores.
6. The maximum gross score per hole that you may record is 4 over par.
7. Players must maintain pace with the groups ahead of them or meet predetermined pace standards. Failure to do so may result in penalties, disqualifications, and late starting times at future events.
8. In the event of a tie the following tie breaker will apply: ties using a match of cards format beginning with the #1 handicap hole on the golf course, regardless of where you began play. We recommend you pay special attention while playing this hole.
9. All members or guests who are using an "outside" handicap service must:
- Call in their U.S.G.A Handicap Index
- Verify their handicap at each event
10. The Delaware Valley Golf Club is not liable for any injuries or damages that may occur during the course of play.
Pace Of Play Policy - Every foursome should be within 10 minutes of the finishing time of the group ahead. If you are more than10 minutes behind but less than 25 minutes over that time, you and your foursome will be given a warning. If you and your foursome are more than 25 minutes behind the group ahead, each member of your foursome will be assessed a 2 stroke penalty and will receive later tee times in future events. If you exceed 35 minutes behind the group ahead of you, your foursome will be disqualified from the event, and forfeit any points you may have earned in addition to being given late starting times. Additionally, the rangers have the right to ask you to pick up your ball, take a max on the hole and move up if you fall two holes behind. Each group of golfers shall designate one person to come in to the scoring table as soon as the group has finished the round. The group will then be assigned their finish time and have it written on one of the score sheets (You do not have to have it all filled out and signatures on it in order to get the time posted). Pace of Play can be an enormous issue regarding a golfer's satisfaction with a particular course and it is DVGC's intent and responsibility to encourage all members to play each round in a timely fashion. It is inherent on all members to try to stay just behind the group ahead of them at all times. What the group is doing behind should never be one's concern, only staying up with the group ahead! With that in mind, there are several suggestions to aid in pace of play; (1) After playing a shot, if you or any of the golfers in your foursome think your ball will not be found, please proceed to hit a provisional ball right away and continue play under Rule 27-2. This will hopefully avoid the situations of looking for a ball only to not find it and then having to return to the original spot to hit again. (2) If any competitor is not sure of a ruling and how it might affect their score, it is suggested that the player proceed under Rule 3-3 and play two balls on that particular hole, recording both scores. In addition, the player may wish to make notes regarding the particulars of the situation. After completion of the round, the player can then present the situation at the scoring table so that a ruling may be determined. (3) If your group finds itself lagging behind the group ahead, please play ready golf until you are able to catch up. If a player is already at the maximum number of strokes for a given hole or laying at just one less, the player should proceed to pick up their ball and record the maximum. In other words, if you are laying 7 on the green of a par 4, pick up, take an 8 and do not spend the time putting out, unless your opponent is in a similar situation. In that case you may play out the hole to determine a winner.
Scorecard Accuracy - It is each Competitor's responsibility to turn in a complete and accurate scorecard to the Scoring Table upon the completion of each event. An accurate scorecard must:
1. Contain accurate gross and net scores and/or stableford points recorded for each Competitor on each hole;
2. Contain accurate total gross scores for each Competitor;
3. Contain accurate total net scores and/or stableford points for each Competitor based on the number of strokes given in a particular competition; and
4. Contain the proper signatures.
If a competitor turns in a signed scorecard with a wrong gross or net score for a particular hole and the actual score is higher than the recorded score, the Competitor will be disqualified. Even though a competitor is disqualified their score will be posted in the handicap system, and if they do not hold their handicap with DVGC, then they must still post their score with were they hold it.
If a competitor turns in a signed scorecard with a wrong gross score or net score for a particular hole and the actual score is lower than the recorded score, the recorded score will stand. For handicap purposes the correct score will be recorded in the handicap system, and if they do not hold their handicap with DVCG, they will receive an email with the correct score they should post where they hold their handicap.
If a competitor turns in a signed scorecard with incorrect total gross and/or net scores, and/or stableford points, the correct score will stand but the Competitor will not be eligible for points or prizes for that event irrespective of the score posted.
Match Play Tie Breaker - In the event that a match ends in a tie (all square), the following tiebreaker shall apply. The player (or team) with the lowest net score on the number 1 handicap hole shall be deemed the winner. If both players (teams) have recorded identical scores for this hole, then the player (team) with the lowest net score for the number 2 handicap hole shall be deemed the match winner. If both players have recorded identical scores for this hole, then the player with the lowest net score for the number 3 handicap hole shall be deemed the match winner. The players shall continue in this fashion regarding the hole handicaps until a winner is determined. For a match between a male and female player, the players shall look at their respective hole handicaps. Furthermore, the handicap holes for the male and female player will be used for the tiebreaker purposes provided the holes are the same par values. For any handicap holes where the par value differs for the male handicap versus the female handicap, the players shall use their score relative to the par and continue as above until a match winner can be determined. Due to the fact we are generally unable to have a match continue past 18 holes, this tiebreaker is put in effect to determine a winner. Therefore, all players have an interest in paying particular attention to how they play the number 1 handicap hole. For a match between a male and female player, it is possible that the handicaps are not identical for the holes. Thus, the male player shall look at his score for his number 1 handicap, while the female shall look at her number one handicap.
Hitting a Provisional Ball is a requirement in DVGC Tournaments in order to maintain pace of play. If you hit a ball that anyone in your group feels is lost or out of bounds, then you must hit a provisional in accordance with rule 27-2. Going back to the tee box or back to the original spot is prohibited. If you choose not to hit a provisional and cannot find your ball after looking for up to 5 minutes you are then to drop a ball where your group thinks it landed (or crossed the margin of a hazard or out of bounds) and you will be assessed a two stroke penalty from that spot. For example: If you hit your tee shot out of bounds and didn't hit a provisional then you will drop a ball from where your group thinks it went in and you will be hitting four. Another example if you are on a par 5 and hitting your second shot and didn't hit a provisional then you are hitting five from where your group thinks it went. Finally, this does not impact a ball which the group thought was in play but that cannot be found. In this rare circumstance you may proceed under the rules of golf and return to the original spot from which the shot was first played. For pace of play purposes there is no reason why a person cannot or should not hit a provisional when there is any kind of doubt that the ball will not be found other than a water hazard. There is no penalty for hitting a provisional if you find your first ball. *Note - All golf balls must be uniquely marked during the round to ensure identification and you must announce what mark and make your first ball was and that you are hitting a provisional and what it is. In addition, provisional balls must contain a different or additional marking to identify it as the provisional ball (ex. put a 2 on it). If you find both balls and don't know which is which, you are now assessed an additional stroke penalty from the original spot even if both are in play.
For any ball coming to rest in a footprint left by a previous group in a sand hazard and after confirmation with a competitor, a player may lift their ball, rake the affected hazard area and then replace the ball as close as possible to it's original place of rest without penalty. For the majority of DVGC tournaments, the club plays public courses and we have no control over the upkeep of these courses. Furthermore, we are all aware that there are individuals who do not exhibit proper etiquette by raking bunkers after they play, (some members of DVGC included). Thus, in an effort to not penalize any player for this behavior, the above rule is in effect. NOTE THAT THIS IS FOR EXISTING FOOTPRINTS FROM PREVIOUS GROUPS ONLY. In other words, if a player enters a bunker, then hits a shot which rolls back into the bunker and comes to rest in one of their own footprints, the ball must be played as it lies.
The highest score a player can post on your scorecard for any given hole is four over par, with the exception of a gross flighted format in which you must putt everything out. Due to the fact that DVGC includes members of a wide range of handicaps, this rule is in effect to help maintain pace of play with the exception of Gross Flighted events in which we putt everything out. Please see also Pace of Play above.
Local Rules - DVGC plays all Tournaments under current USGA rules and regulations with the exception of some procedures for pace of play purposes and local rules that were voted in by DVGC members. It is a member's responsibility to be familiar with them and follow current USGA rules, as well. It is recommended that a player carry a copy of the USGA rules of golf and DVGC local rules listed below in their golf bag for reference;

DVGC LOCAL RULES (APPLICABLE TO ALL TOURNAMENT ROUNDS)
1) If in effect, for balls laying in closely mown areas through the green of the hole in play, a player may mark, lift, clean and replace the ball within one club length of the original point of rest, but no nearer the hole without penalty. The club reserves the right to deem any stipulated round to be played using lift, clean and place depending upon the course conditions. Players will be informed at registration for an event if this rule is in effect. In all but the most extreme cases, will this be in effect.
2) Stones in a sand hazard shall be considered a moveable object and the player may proceed under Rule 24-1 As we have no control over the upkeep of the courses we play, the intent here is that one doesn't need to sacrifice damaging their club to play a shot. Under Rule 24-1, for moveable objects through the green or in a hazard, the player is allowed to remove the object and then drop their ball at the original point of rest, but no nearer the hole.
3) Measurement devices ( Range Finders) are permitted. ( Such as laser and GPS devices.) DVGC is allowing these devices to be used in our Tournaments. We will reconsider this decision if we find that this decision adversely affects Pace of Play.
